TAPI and Windows server 2003 SP2

I have Answering machine application and it work in winXP SP2 , win Server
2003 SP1 fine
but it can't handle incoming call and detect DTMF keys in win Server 2003
SP2
i used TAPI 3 in this application
please help me :(
