Another program is using the selected telephony device

I have installed and used Cisco TSP 4.0(0.1804) phone dialer on my WinXP. I
replaced the original Cisco VoIP telephone for a new one (different MAC
address) and now my auto dialer from Outlook 2003 gives the message "Another
program is using the selected telephony device" I have uninstalled Cisco
TAPI and reinstalled it with rebooting the computer, but I can't seem to
unattache from the original TAPI install. Any suggestions would help.
